Houses in Multiple Occupation are a compliance stack all of their own: HMO licences, gas safety (CP12), EICRs, fire risk assessments and alarms, EPCs, room-size and amenity standards, and selective-licensing conditions that vary council to council. Under the Housing Act 2004 the penalties are severe. Operating an unlicensed HMO is an offence: civil penalties of up to £30,000 per breach, unlimited fines on prosecution, Rent Repayment Orders of up to 12 months' rent, and — for repeat offenders — banning orders and the rogue landlord database. A spreadsheet cannot hold that safely.
